This plan aims to reorient the government health care system towards health promotion, rather than just treatment. It includes changes in management systems, the enhancement of community participation, adjustment to local conditions, and increased emphasis on health promotion during medical training.
Activities
- Promote and expand hospital accreditation, with increased emphasis on health promotion and prevention services
The program will be expanded to cover all regions of Thailand, with an aim of including 60% of all public hospitals. Lessons learned will be documented and disseminated to all health personnel.
- Enhance health promotion capacity of health service providers and administrators
The target group includes physicians, dentists, pharmacists, nurses, public health officers, and local health administrators. The aim will be to strengthen skills in health promotion. Courses will be designed to disseminate recent ideas about health promotion.
- Support the development of networks for health promotion
Funding will be provided for pilot projects. Effective incentive systems for health promotion will be developed.
- Support research on creating a more active health service system
We will develop proposals for reforming health insurance systems so that they provide appropriate incentives for health promotion, and encourage knowledge development and public participation. A series of research projection on universal health coveral will be developed. These projects will cover the following topics: budget allocation based on health needs; decentralization of administration and services; responses of health personnel to renumeration systems; the effect of the health insurance system on health seeking behaviors; and the effect of the 30 baht health insurance scheme on health status.
- Support the development of an emergency health service system
Support the development of model emergency health service system, in cooperation with the Bangkok Metropolitan Administration. This will include the referral service, the emergency phone number, development of emergency rooms, and the design of a financial system.
